Guidelines

NOTE – New U.S. Postal Service Shipping Rates as of May 2007

FOREIGN BIDDERS WELCOME: Hello: Since June, 1997, I have shipped several hundred packages to foreign countries from eBay auctions. I welcome your bids. Please review the eBay listing to be sure that I will ship the specific item out of the U.S. For some items, I restrict shipping to a U.S. location. I understand that foreign payments may take longer than usual. Please understand that shipping can be very expensive and you should plan for that expense. Here are some of the requirements that we will follow if the package is either being paid for by a bidder outside the U.S, or if the package is being shipped outside the U.S.

PAYMENT: Foreign bidders must pay in U.S. dollars. Methods of payment are –

·         Bank check in U.S. dollars drawn on a U.S – you can purchase a check in U.S. dollars from your bank.

·         Western Union money transfer.

·         International Postal Money order in US dollars.

You can send U. S. cash, but it is at your own risk if lost.  Bank wire transfer is an acceptable way of payment, but, the buyer is responsible for all fees. My bank charges me $10.00 to receive a bank transfer and this must be included in your payment. In addition, you must be sure that you have covered all of the transfer fees of any intermediary banks that your bank uses to accomplish the transfer. If you want to do a bank transfer, please contact me for the information. Finally, I reserve the right to hold any foreign payments, especially large ones, until the funds are transferred to my account.

PAYPAL – Paypal is not always allowed – please see auction if Paypal.  If Paypal is allowed, insurance or Registered Mail is required for all transactions over $50.00.

SHIPPING METHODS: I use United States Postal Service for foreign shipping.  If you want to know the type and cost of shipping available for your country, contact me before you bid on the item.  I will send you the amount I will charge based upon what I think the weight of the package will be when packed.  Since I do not have a scale to weigh package, I estimate as best possible.  My estimates are usually a little higher than the actual postage cost, but I must buy packing, tape, supplies, and, take the item to the Post Office. I do not refund excess shipping unless the extra amount is over $10.00. Once received, it will probably take me 3 to five days to get the package in the mail to you. Bidders are responsible for making sure the item is insured if so desired.  Shipping types that are generally available are at the U. S. Postal Service website. 

·         Standard Air Mail – least expensive airmail – must be less than 4 pounds – no insurance available.

·         Priority Airmail – Insurance not available, several kinds from flat rate envelopes for documents and regular box packages.

·         EMS – Global Express – Very expensive – allows insurance. 

NOTE – for book purchases, ask about the Special M-Bag rates.  They are less expensive than the other services.  

Please note that not all services are available in each country. 

CUSTOMS DECLARATION: All foreign packages require a U.S. Customs declaration form. Unless directed otherwise I place the amount of the high bid as the value of the item on the form. For customs declaration, items won on eBay are "Merchandise". I will not mark packages as "Gift". If you decide that the item you purchased has an actual value less than you bid, you may direct me to place that on the form as the declaration value, however, you can then only buy insurance to that amount. If you choose to assign a different value and the package is lost or damages, you are responsible for the difference between the insurance and actual amount you paid to me for the item.

INSURANCE:  If bidders want insurance, they are responsible for asking for insurance.  Insurance is available for Parcel Post Airmail, Parcel Post Surface, and EMS.  After the auction, I will send you an email with information on one or more shipping options.  I will try to quote the least expensive options.  Again, if you want insurance, you must ask for it.  If a package is lost or damaged, it is the bidders responsibility to notify me and work out the procedures to get the claim filed with the post office. I will be happy to file the claim in the United States for you. Please understand that this will take time and the Post Office has its' own rules to follow. I do not give refunds for insured packages. You must wait for your claim to be filed and payment to be made by Post Office.

TRANSACTION TIMELINESS: I realize that foreign payments take longer. Please keep me regularly informed as to when you obtained and sent payment. Non-Responsive Bidders: Because of the time limits placed on refunds by eBay, I will quickly move to terminate a transaction and leave negative feedback, and request a refund from eBay when the high bidder does not respond. If you do not respond within three days (72 hours) with an address and a commitment to complete the transaction, you should have notified me of your delay before the end of the auction. If I have no response from you in seven days, I will file a "Non-Paying Bidder Alert" with eBay. After ten more days, I file for a refund.

REFUNDS & RETURNING AN ITEM: Once and item is received after the auction, each bidder has seven (7) days to evaluate their purchase to determine if it meets the conditions stated in the sale. If you have received an item that you think has problems, please carefully go over the eBay description and contact me. To send an item back to me: 1) You must contacted me before returning an item. I do not accept items sent to me without my knowledge and agreement. 2) You must return the item to the address I provide in a manner I describe (shipping type, labeling, etc). 3) I refund only those amounts for the original bid and shipping plus the return shipping to me. That is all. I do not refund transaction fees, banking costs, duties or taxes (except Pennsylvania sales tax)....nothing; just the original bid plus the shipping/postage in both directions. One final word.... If you leave negative feeback before you not contact me and give me a documented opportunity to correct a problem, I consider the transaction complete and you forfeit your refund opportunity.

REFUND PAYMENTS: If for some reason an item must be returned for a refund, payments back to the bidder the bidder may choose a refund by one of the following methods: 1) International Postal Money Order, 2) a personal check in U.S. funds drawn on a U.S. bank, or by 3) Paypal.  International Postal Money Orders from the U.S. Postal Service take several weeks to process and send, so there will be a considerable time delay. U.S. cash will be sent at the request of the bidder, but the bidder is responsible if it is lost or stolen. If the bidder wants a check in US dollars drawn on a U.S. bank, he/she is responsible for the fees of exchange in the home country. If International Postal Money Orders are not available for the home country of the bidder, you must select one of the other methods.

NON-COMPLETION OF TRANSACTION: This is a problem and I am treating is as a serious issue. When a bidder pushes the "Bid" button, they cost me fees and commissions. It is disrespectful and dishonest for a bidder to fail to follow through with a transaction. If you have not resolved all of your questions, do not bid. I have placed in my listing the commitment that I will leave negative feedback for non-completion. In addition, I have said that I reserve the right to advise other sellers of the buyer's non-completion in my auction when requested.
